Why couldn’t hesitation be pre-determined to give me the illusion I have free will?

And secondly, do we really have free will? That white blood cell cannot choose to be a red blood cell, its role is predetermined. It has a choice to do its job or not do it, but it is hardwired to behave a certain way. It is not freely making a choice. It is an illusion of free will.
